Self-exclusion in Florida

How to put yourself on Florida's self-exclusion list, what it covers, and what it does not.

Programme
There is no statewide self-exclusion list in Florida. Self-exclusion here happens at the level of the individual casino, and the state's rules assume it rather than run it. Each slot machine licensee must keep its own 'Exclusion List' containing 'Persons the slot machine licensee has excluded from its facilities for a specific amount of time as determined by the licensee, including persons self-excluded as compulsive gamblers' (Rule 75-14.020(2)(a), F.A.C.). The compulsive gambling rule requires only that 'The program shall provide for notification to compulsive or addictive gamblers of the availability to request voluntary exclusion from the slot machine licensee's facility' (Rule 75-14.019(4), F.A.C.) - voluntary exclusion from that one facility, not from gambling in Florida.flrules.org, checked 3 October 2026
Covers online betting
Not confirmed. No state scheme exists to cover online gambling, and no official Florida source addresses excluding yourself from an online sportsbook or casino. The Florida Gaming Control Commission's remit covers 'pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by the State Constitution or law, excluding the state lottery', and its own slot machine rules speak only of exclusion from a licensee's physical 'facility'. Online sports betting in Florida operates through the Seminole Tribe under its compact, which is tribal rather than state-regulated, so any exclusion there is the operator's own programme and we could not confirm its terms from an official page. If online betting is your problem, close the account with the operator directly, ask the operator in writing what its self-exclusion covers and how long it lasts, and put a gambling block on your card - do not expect a Florida state list to help. Check with Florida Gaming Control Commission - 'a five-member regulatory body that is responsible for exercising all regulatory and executive powers of the state with respect to gambling, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by the State Constitution or law, excluding the state lottery.' Covers casinos and shops
Only facility by facility. Each slot machine licensee runs its own exclusion list, sets its own periods - exclusion is 'for a specific amount of time as determined by the licensee' - and must record for each person 'The length of time of exclusion that includes the start date of exclusion'. Enforcement is the casino's: staff must tell security 'whenever an excluded person enters or attempts to enter, or is found present', security must ask the person to leave, and must notify law enforcement and the Commission if they refuse. Withheld winnings go into the licensee's revenues. Crucially, self-exclusions are kept out of the state's reporting: licensees report their exclusion lists to the Commission weekly, 'other than information regarding persons self-excluded as compulsive gamblers'.That carve-out in subsection (3) is the heart of Florida's structure and explains why no statewide list can exist: the one category of excluded person the state deliberately does not collect is the self-excluded. The powers the Commission does hold over patrons are the opposite of self-exclusion - under s.551.112, Florida Statutes it 'may exclude any person from any facility of a slot machine licensee in this state for conduct that would constitute, if the person were a licensee, a violation of this chapter', and s.550.0251(6) gives it a matching power over pari-mutuel facilities. Covers the lottery
No. The Florida Lottery is outside the Gaming Control Commission's remit altogether, and runs no self-exclusion of its own: its Play Responsibly page offers only advice - do not treat the Lottery as a way to make money, set a dollar limit, never chase losses, never borrow to play, do not play when upset - and refers players to the Florida Council on Compulsive Gambling on 1-888-ADMIT-IT and the National Problem Gambling Helpline on 1-800-522-4700. How long you can choose
The state sets none. Length is whatever the individual casino decides, because exclusion runs 'for a specific amount of time as determined by the licensee'. There is no statutory one-year, five-year or lifetime option in Florida, so the terms you are offered will differ from casino to casino and you should ask before signing.One thing to disregard if you come across it: a 2023 Florida Senate bill proposed a statutory self-exclusion programme with two-year, five-year and lifetime options and a reentry application. It is a bill, not law, and the terms it contains are not in force. Can it be undone
Removal is the casino's decision rather than your right, and the paperwork sits with the casino, not with you. To take someone off its Exclusion List a licensee must hold that person's full name and aliases, physical description, date of birth, the date originally excluded, 'The original term of the individual's exclusion', a photograph if obtainable, why they were excluded, and 'A statement signed by the slot machine licensee president or general manager justifying removing the excluded individual from the slot machine licensee Exclusion List'. So coming back requires a named senior officer of the casino to sign a justification - which cuts both ways: it is a real obstacle to casual reinstatement, but it is also entirely within the casino's gift.flrules.org, checked 3 October 2026
What happens when it ends
Set by each casino, with no state backstop. The rule requires the licensee to record the length of the exclusion and its start date, and leaves the duration entirely to the licensee; nothing in the Florida Statutes or the Commission's rules says whether an exclusion ends by itself at the end of that period or continues until the casino removes you. Because the licensee both sets the term and signs off removals, assume an exclusion may simply run out on its recorded end date unless the casino tells you otherwise in writing.We are recording the limit of what the rule actually says. It mandates that a licensee's list record 'The length of time of exclusion that includes the start date of exclusion', and it sets out a removal procedure requiring a signed justification from the licensee's president or general manager - but it never states what happens at the moment a recorded term expires. Those two provisions pull in different directions, so this genuinely cannot be answered from the rule. When you sign up at a Florida casino, ask explicitly: does this end on its own, and will you write to me before it does? How you sign up
At the casino. There is no state form and no state portal; the Commission's rules merely require each slot licensee's compulsive gambling programme to tell problem gamblers that voluntary exclusion from that facility is available. For the Seminole Tribe's casinos, Hard Rock and Seminole Gaming describe a voluntary Self-Exclusion Program in which guests 'typically enroll by visiting a designated location at a Hard Rock or Seminole Gaming casino (such as the Security or other designated office) and present valid, government-issued photo identification', with the term chosen from those 'established by each jurisdiction'. Start Florida's form

Worth knowing before you start

Florida is the state in this batch most likely to be misdescribed to you, so be clear about what is and is not there. There is no Florida self-exclusion list. Several commercial directories say the state's lists are 'managed by the FCCG' or that you can 'submit a form at the Division of Pari-Mutuel Wagering'; the Commission's own rules say something quite different - each casino keeps its own exclusion list, sets its own periods, and specifically does not report self-excluded people to the state. So excluding yourself in Florida means going casino by casino, and there is no central record you or anyone else can check afterwards. Three things follow. First, the structure is deliberate, not an oversight: the weekly reporting duty in Rule 75-14.020(3) carves out exactly one group, 'persons self-excluded as compulsive gamblers'. Nobody at state level is holding your exclusion. Second, Florida's biggest gambling operations - the Seminole Tribe's Hard Rock casinos and the online sportsbook that runs under the tribal compact - are tribal, and a tribal exclusion is an operator programme on the operator's terms. Hard Rock and Seminole Gaming do run a voluntary Self-Exclusion Program with in-person enrolment and photo ID, but the published description does not state whether it can be reversed or what happens at the end of a term, and we would not rely on it without asking. Third, and this is the thing a reader would not guess: the state's problem gambling provision is in flux. The Commission's own resources page states that 'The agreement between the Florida Gaming Control Commission and the Florida Council on Compulsive Gambling has ended' and that it will 'publish its second solicitation of the year for the prevention of compulsive and addictive gambling', with an interim list of resources in the meantime. Given all of that, the layers that do not depend on Florida having a scheme carry most of the weight here: permanent account closure with each operator, a gambling block from your bank or card issuer, and blocking software.
